Although exceptions exist, the general prognostic benefit of antihypertensive drug treatment is definite. With the accumulation of relevant evidence, the target blood pressure level of antihypertensive drug treatment has been revised during recent decades. Categorization of blood pressure, such as optimal, normal, and high-normal, was previously applied to the target treatment range as well. For instance, the goal of antihypertensive therapy was to "restore" blood pressure to levels defined as normal to optimal range (i.e., <130/<85 mmHg at that time) in the 1999 World Health Organization (WHO) Guidelines [1].
